VLF-ONE Application Can Now Use a Custom Theme

Previously a VLF-ONE VF_SY170O theme object was bound to a shipped VL-WEB theme in the VLWebApplicationTheme property. This meant that only shipped VL-Web themes could be used in VLF-ONE applications.

The new UseCustomApplicationTheme property now allows a VLF-ONE theme to be associated with a custom VL-Web theme.
