Yes you can, but if you are working from an IBM i server, the images need to be manually copied to the server's <LANSA root> \LANSA1\X_WIN95\X_LANSA\x_<partition>\web\vl folder. Also see Why do my RAD-PADs display two strange characters?
For example this VLF-WIN filter has an image dropped on it from the images palette:
If executed in VLF-ONE it will appear like this:
If the image is copied from the partition execute folder to the <LANSA root> \LANSA1\X_WIN95\X_LANSA\x_<partition>\web\vl folder, the VLF-ONE filter displays it:
